I have a report need to hide records based on a formula

I need to hide only the yellow highlighted records only when the Region is custom but need to show the rest. I have attached the report any help you can give me on this please 

already I have a suppress formula here if {#MfindCount}  >=1 and {#Loctin} >=1 then False else true
